Database Administrator
Roles
1.Install, configure, maintain, troubleshoot and administer SATORP’s database.
2.Monitor the databases on a daily basis, track performance and manage parameters.
3.Conduct regular database backups and maintain and administer backup files and hardware.
4.Perform SAP system checks and manage transport changes between SAP systems.
5.Provide Tier (3) user support in case database-related problems have not been fixed through the helpdesk (Tear (1)) and Database Administrator Support (Tier (2)).
6.Provide technical support for SAP including installation, configuration, maintenance, upgrade, monitoring, tuning and troubleshooting.
7.Recommend new database systems and equipment additions pertaining to the database administration.
8.Participate in assessing SATORP’s users’ requirements and needs and monitor user access and ensure security.
9.Develop database documentation including data standards, procedures and definitions for the data dictionary.
10.Assist in installing and testing new versions of the database management systems.
11.Liaise with database services vendors and providers to monitor service performance and ensure compliance.
12.Act as a couch to Database Administrator Support and provide feedback with regards to their performance and learning capabilities.
13.Control and manage database access authorizations and privileges as per Superintendent Infrastructure and Senior Database Administrator’s directives.
14.Perform other related duties as assigned by the Superintendent Infrastructure or Senior Database Administrator.
Qualifications
Bachelor’s Degree in Information Technology, Computer Engineering or equivalent. Technical certification is preferred.
Career Development Supervisor
Roles
Supervise and monitor Career Development Section’s Counselors and support them in performing their assigned duties.
2.Ensure that all Career Development programs are fully integrated and coordinated according to SATORP’s expectations and relevant industry best practices.
3.Provide expert input to Career Development programs for individual employees, including identifying individuals’ objectives and improvement needs, developing their respective programs and monitoring their career progress.
4.Assist in the development and establishment of all policies, procedures and guidelines relating to Career Development programs and activities.
5.Design specific communication programs to reach out to all SATORP’s Organizations and ensure their full understanding and ownership of the Competency Framework, Career Path Plan, Succession Planning and Development Programs and Performance Management.
6.Partner with SATORP’s Organizations to develop performance improvement strategies and core competencies.
7.Ensure that all associated templates and forms for Career Development programs are in place, easy-to-use and timely communicated and shared with all concerned personnel.
8.Keep abreast with the latest methodologies and associated technologies to be used for Career Development programs and initiatives.
9.Communicate and report directly to Superintendent Training and Career Development on Career Development related issues.
10.Monitor and ensure the Career Development programs and technologies are kept current and maintained, and ensure that effective utilization and continuous updating of SAP Talent Management system.
11.Perform other related duties as assigned by the Superintendent Training and Career Development.
Qualification
Bachelor’s Degree in Engineering, Business Administration, Human Resource or equivalent.
Business Analyst
Roles
Lead the Business Analyst Section and ensure that all activities and tasks are fully coordinated, appropriately authorised and carried out in a planned and effective manner.
2. Provide recommendations on the recruitment needs of the Section and ensure that qualified manpower is available to meet SATORP's requirements and perform day-to-day work.
3. Oversee and support Business Analyst section personnel, identify their training needs, recommend training courses and provide feedback to the Superintendent Planning and Performance Control regarding subordinates' performances and records.
4. Develop procedures for collecting and reconciling data and inputs related to the refinery performance and monthly results from different SATORPs' Organizations like Planning, Scheduling, Technical, Operations and Finance.
5. Ensure timely and quality preparation of performance reporting and monthly results and make performance analyst report including "back casting" studies, ensuring the elaboration of the monthly performance reports and economic studies.
6. Provide analysis regarding yield optimization and economic performance.
7. Monitor the performance of the refinery and meet with other Operations, Technical and B&O teams to present high losses, areas of improvements and economic solutions.
8. Provide technical advice regarding LP model relevancy through back-casting process and propose and enhancement of the same.
9. Contribute to Operating plan and Business plan elaboration. In particular, checks the consistency and validate figures for fixed and variable costs, and all operational assumptions.
10. Provide recommendations to the Superintendent Planning and Performance Control with regards to Control Performance annual budgets, cost projections and budget proposals for contracts, tools and models.
11. Perform other related duties as assigned by the Superintendent Planning and Performance Control.
Supervisor Planning
Roles
1. Lead the Planning Section and ensure that all activities and tasks are fully coordinated, appropriately authorised and carried out in a planned and effective manner.
2. Provide technical advice regarding the Section tools, software and programs selection and develop procedures to ensure continuous development and enhancement of the same.
3. Provide recommendations on the recruitment needs of the Section and ensure that qualified manpower is available to meet SATORP's requirements and perform day-to-day work.
4. Oversee and support the Planning personnel, identify their training needs, recommend training courses and provide feedback to by the Superintendent Planning and Performance Control regarding subordinates' performances and records.
5. Manage the Planning Team; ensure smooth receipt and delivery of feedstock and products.  Ensure proper handling of all receipt and delivery documents.
6. Oversee the fulfilment of contracts in accordance with planned supply/ lifting schedules.  Manage processes from nomination to reception and delivery of feedstock/products.
7. Follow and consolidate the nomination program and lifting schedule.  Ensure successful execution of the nomination program and lifting schedule, in coordination with the Off-takers and the Scheduling Division.
8. Manage demurrage and customer claims with regards to quality and missing documents.  Oversee the documentation of accurate and reliable shipping data.  Take necessary actions to minimize claims and optimize operations.  Implement KPIs and follow-up on results.
9. Coordinate with Independent Surveyor and Marine Superintendent for vessels berthing.
10. Define and propose adequate replacement solutions to ensure supply and delivery in case of incidents or shortfalls.  Coordinate with the Planning Team, Scheduling and Off-takers.
11. Participate in negotiation of transport contracts, as needed.  Support coordination with Shipping Trading Partners.
12. Support development of appropriate tools and information systems in order to improve economical and operational performance in logistics operations.
13. Participate in studies and project concerning the evolution of logistics systems.  Assist Planners in optimizing resources and supply balance of the Refinery.
14. Ensure full compliance with environmental health and safety regulations at all times.
15. Perform other related duties as assigned by the Superintendent Planning and Performance Control.

MECHNICAL ENGINEER
Forman Office Services
Roles
1.Oversee and follow-up on the performed work by Contractors’ personnel engaged in facilities maintenance services.
2.Supervise new projects and modifications of existing facilities and ensure safe and efficient operation of all installations and supporting equipment associated with facilities management.
3.Liaise with Company’s organizations providing of buildings maintenance services, including masonry, concrete, excavation, plumbing, and carpentry services; and schedules work priorities based on the operational needs.
4.Ensure availability, quality and security of all equipment, tools and materials required for execution of buildings maintenance works and contracts.
5.Oversee work in-progress and completed work to ensure compliance to SATORP requirements, specifications and quality standards and to prepare reports relating work activities to the Supervisor Facilities Management.
6.Oversee the arrangement, repairing and redesigning of all office furniture and coordinate with the contractors for high quality services.
7.Receive work instructions from the Maintenance Engineer and the Supervisor Facilities Management, and coordinate with Contractors who will be conducting necessary works.
8.Maintain record; prepare reports to the Supervisor Facilities Management; work progress, work completed, costs, faced problems and utilized equipment and materials, and make recommendations on assigned activities.
9.Demonstrate highest safety and environmental performance and leadership, be proactive in addressing safety issues and have a proven track record of strong support of processes that support incident free operations, good understanding of safe design and operating principles.
10.Assist in developing maintenance work plans and help develop methods for assembly of spare parts job packages, calibration and repair work orders.
11.Perform other related duties as assigned by the Supervisor Facilities Management.
Qualifications

Planning Coordinator
Roles

2.Develop/ monitor execution, commissioning, and start-up Key Performance Indicators.
3.Recommend /prepare recovery plans in case of schedule slippage.
4.Control cost expenditures.
5.Prepare and coordinate necessary project procedures.
6.Prepare and deliver CEP presentations when needed.
7.Prepare and distribute tracking reports.  Maintain reference files and manuals of policies and procedures.
8.Perform other related duties as assigned by the Manager Operations.

Roles

HR Admin Superintendent
Roles
 Supervise subordinates within the Division including assigning work activities and projects, monitor workflow and review results.
2. Advise subordinates on Personnel Administration best practice in their respective areas and ensure that all HR policies and procedures are aligned to the overall HR strategy at SATORP.
3. Oversee payroll processing, analytical, and review activities related to delivery of regular payroll, special payments, allowances, benefits and pension processing.
4. Ensure that all employees' written and oral inquires (phone, email, fax, mail) related to HR questions, issues and problems are received and responded to in an efficient and professional manner.
5. Develop internal communication plans and oversee execution of these plans thereby ensuring effective internal communication among SATORP's employees at all levels.
6. Develop and monitor performance targets for Personnel Administration Services Division.
7. Assist in the preparation of Personnel Administration Services Division's annual budgets and expenditures.
8. Ensure the effective implementation of personnel administration functions, maintenance and regular updating of SATORP's employee records and information.
9. Undertake specific initiatives and projects relating to the development and implementation of HR policies and procedures relevant to the Personnel Administration Services Division.
10. Ensure that all employees in the Division have an access to the right software and hardware to ensure that their tasks and activities are performed efficiently and cost effectively in coordination with the concerned IT Personnel.
11. Support and explain personnel related policies, plans and programs to the senior management at SATORP.
12. Ensure that all employees disciplinary and grievances issues are properly handled and provide professional counselling, support and information to the Management regarding the same.
13. Review and evaluate effectiveness of current HR personnel systems and provide recommendations for improvement if necessary.
14. Act as a coach to subordinates, identify their training needs, recommend training courses and follow up on their personnel records such as timesheets, discipline, vacations, leaves and absenteeism.
15. Perform other related duties as assigned by Manager HR.
Industrial Skills Trainer
Roles
1.Conduct in industrial training sessions and seminars to Field Areas Operations personnel and ensure that all training activities are performed according to SATORP’s policies and quality standards.
2.Coordinate with the external Trainers and respective SATORP’s Departments to organize specific training courses in the Department and follow-up on quality of the training provided.
3.Check industrial training materials to ensure accuracy and consistency with other training courses, highlights shortcomings and recommend improvements to the training materials.
4.Coordinate with Career Development Section to develop a theoretical, practical and specific training path for industrial positions, such as maintenance, contract and warehouse.
5.Monitor and supervise trainers on the job and conduct training evaluation to obtain trainees’ feedback and ensure the quality of training delivered.
6.Track and analyze the effectiveness of technical training courses and observe trainees’ behaviours and competencies to ensure newly trained knowledge are being applied.
7.Liaise with training vendors and professional training organizations to organize on-the-job industrial training workshops and keep acquainted with industry standards and developments.
8.Follow-up on all administrative and technical requirements for training courses to ensure efficiency and resources utilization.
9.Coordinate with concerned personnel to develop and review technical industrial course’s objectives, content and approach.
10.Maintain a database of industrial training courses’ attendance, documentation and all other related materials.
11.Perform other related duties as assigned by the Industrial Training Coordinator
